<p>The Valley of Flowers Festival began in 1963 as an attempt by local merchants to promote civic beautification in the City of Florissant. Since that time the festival has grown to include dozens of events including a parade and queen crowning. The first festival of spring will be celebrated this year on May 3rd, 4th, 5th and 6<sup>th</sup>.</div>

<p>The Florissant City Council held a public hearing for a restaurant at 12675 New Halls Ferry, last week.   Old Tymers Carry-out Kitchen, would be strictly carry-out, said Steven Sloan, the owner. It would be open from 11 a.m. to 9 p.m. Wednesday, Thursday and Sunday, and stay open until 11 p.m. on Friday and Saturday.</p>
