English Resigns From Florissant Council After Elected State Rep.

In a formal requirement, Florissant Councilman Keith English announced his resignation at the Florissant Council meeting Monday night. English, a Democrat was elected to the Missouri House of Representatives in the November elections defeating Republican challenger Rehka Sharma by a 78.4 to 21.4 percent margin.
English read a statement in which he thanked city employees, residents, and council members for their help through the years.
“Over the past six years, I am proud of what this council and administration achieved in working together,” English said. He cited balancing the budget, reviving North County’s business district, and putting people to work as things they had accomplished.
After his thanks, English said he was formally notifying residents, the administration, and the city clerk that he was resigning. His last day as a city employment will be Jan. 9, 2013, when he will be sworn in as a State Representative in Jefferson City.
Florissant will hold a special election in April to determine English’s replacement as Ward 4 Councilman.
In other matters, the council held first readings on several bills relating to the budget. The bills will be on the agenda for second readings and votes at the next council meeting.
The $31 million budget was submitted by Mayor Tom Schneider to the council several weeks ago. Since then, the council has held numerous work sessions to discuss and change the budget. They will now vote on a final version.
The budget has a total projected revenue of $22.8 million and expenditures of $24.2 million. The reserive fund will go from $9.1 million to $7.8 million to cover the shortfall.
In addition to the budget bill, the council also held first readings on bills relating to the budget, such as bills establishing part-time and seasonal salaries, and a bill that authorizes the mayor to enter into a contract for the city’s legal services.
The council also voted to cancel the second council meeting in December. The council normally cancels this meeting.
